Kansas Youth Soccer Workshop, Annual General Meeting, and Awards Luncheon will be held in Emporia, Kansas on February 28 at the Guest House Inn & Conference Center, 2700 W. 18th Avenue, Emporia, KS 66801.

Per Bylaw216, Qualification of Officers, the following is the list of positions with the candidates that that have given the 30-day notice to be nominated for an Officer for election at the 2009 Kansas Youth Soccer Annual General Meeting (AGM). There will not be nominations from the floor at the AGM for these positions:

The annual general meeting shall be held in the first quarter of the calendar year, the time and place to be determined at the prior Annual General Meeting. Notification will be given in writing to all members not more than twenty-one (21) nor less than fourteen (14) days before the meeting.

Voting power present shall constitute a quorum to conduct business at the Annual General Meeting.

The order of business of the Annual General Meeting and special meetings of the general membership shall be as follows:

    • Roll call
    • Credentials
    • Minutes of prior year’s Annual General Meeting
    • Approval of actions of the KSYSA Board of Directors
    • Reports
    • Unfinished business
    • Consideration of proposed changes to the Constitution, Bylaws and Rules
    • Elections
    • New business
    • Adjournment

    Officers

    The officers shall be the President, Vice President of Recreation, Vice President of Competitive, Secretary and Treasurer who shall be elected by ballot at the annual general meeting. Their term of office shall be two (2) years with the president and treasurer being elected in odd-numbered years and the Vice President of Recreation, Vice President of Competitive and secretary being elected in even-numbered years.

    Qualification of Officers

    As a condition to being nominated for an officer described in Bylaw 213 (President, Vice President for Recreation, Vice President of Competitive, Secretary, Treasurer, District Commissioner, or Alternate District Commissioner), the person to be nominated will submit to the Secretary and the Executive Director at least 30 days prior to the date scheduled for the Annual General Meeting, a Candidacy Notification for the officer position, a Conflict of Interest Disclosure Form that complies with the Organization’s Rule, a Risk Management Disclosure Form, and a statement attesting to the following:
    1. That the person to be nominated is currently in good standing with the United States Soccer Federation.
    2. That the person to be nominated is aware of the requirements of the office they are seeking and agrees to attend the meetings required of such an office and fulfill the duties of the office.
    3. That the person to be nominated has completed and either previously submitted a current Conflict of Interest Disclosure Form as required by the Organization’s Rules or submits one with this Statement.
    4. That the person has submitted or with the submission of this Statement will complete a Risk Management Disclosure Form. 

    Any candidate appointed to fill a vacancy described in Bylaw 214, Section 3, or elected by a write-in vote shall complete the Disclosure Forms and submit the required Statement prior to assuming their Office.

    Names of the interested candidates will be distributed to the general membership no later than 25 days prior to the Annual General Meeting. If no candidates have submitted their names, the general membership will be notified no later than 25 days prior to the Annual General Meeting.

    Only in the event that no candidate files for a position before the 30-day deadline will nominations be accepted from the floor at the Annual General Meeting. Those nominees from the floor must submit Disclosure Forms and the required Statement at the time of the nomination.

    Amendments

    Vote Required.  The constitution may be amended by a 2/3, majority vote of the entire voting power at the annual general meeting. 

    Who Can Amend.  Any proposals or motions to amend may be made by any member league or association or by the Board of Directors.

    Advance Notice.  Any motion or proposal to amend must be made in writing to the secretary of this association at least sixty (60) days in advance of the Annual General Meeting.  Every member league will be notified no less than thirty (30) days prior to the deadline.  These proposals or motions shall be sent in writing to every member league or association thirty (30) days in advance of the Annual General Meeting.

    Effective Date of Amendments.  Amendments become effective after the adjournment of the AGM, providing there was no other date specified for the effective date of the amendment.



    Some forward steps that KSYSA has taken over the last few years are listed below:

    Club Passes - This allows a club the opportunity within a league to work on player development by moving players within the club from team to team without violating team roster procedures. By doing this a club can place development of players as a higher priority than the team, which in turn allows lower level players to work with players at a higher technical level and allows those players to become models for the lower level player.

    The State Referee Committee has been working on a mentoring program with information that will be disseminated down to the league level.

    Academy play has been approved for intra-league as well as inter-league play. The club pass plays a big part of this style of program. With the advent of KSYSA allowing recreational or in-house leagues the flexibility to operate a program that suits their needs, we will see the academy style of play become more prevalent in the future.

    Risk Management - Kansas Youth Soccer conducts background screening checks on all team personnel and member league board and staff members. Beginning Spring 2009, referees will also need to have background checks.

    On-line Registration - LeagueOne has upgraded its system to include some exciting enhancements for the state association and member leagues.

    Player Registration Fees have been decreased beginning Fall 2006 from $10 for a recreational player to $7.

    ODP - Inside of US Youth Soccer Region II, although Kansas has a smaller soccer population it has a higher percentage of players making regional teams than any other state in the region. Congratulations to the staff coaches, administrators and players to their hard work.
